    The Federal Business Development Executive is responsible to grow and manage the strategic programs across the Federal government. The selected candidate will work with senior leadership to formulate program strategies, business plans, customer assessments, and will use their industry experience to improve QTS’s federal offerings. Additionally, the Business Development Executive will leverage connections across the Federal ecosystem to determine agency needs, improving the probability for successful QTS captures. Finally, the Business Development Executive must be active in identifying and developing large scale opportunities that directly contribute to QTS’s long term revenue growth. 

    RESPONSIBILITIES, other duties may be assigned

    • Leverage Federal experience and access to determine industry needs. Develop subsequent QTS strategies to maximize capture, profitability, and program success
    • Develop new customers and business areas. Work with existing customers to identify needs, and communicate how QTS can solution for those needs
    • Identify QTS required resources for strategic program growth. This can include identifying staffing models and the administrative requirements needed to ensure operational success. 
    • Perform analysis of proposed or actual request of capabilities, and RFP’s to determine technical, schedule, and content reasonableness, and profitability
    • Lead and execute large opportunity captures
    • Drive requirements for marketing and go-to-market strategies and attend tradeshows and networking events
    • Represent the company at bidder conferences and related events
    • Collect and coordinate data from internal and external stakeholders
    • Analyze potential risks and opportunities
    • Conduct research on the market, competitors, and prospects; ability to identify, assess, and screen RFIs and RFPs.
    • Design winning proposal and pricing strategies
    • Develop and produce quality, compliant, and eloquent proposals
    • Submit RFIs and RFPs on a timely basis
    • Participate in business development decision-making processes
    • Track and analyze past performance to refine strategies


    • Five or more years of experience in Federal business development or program management of strategic programs with emphasis on Intelligence Community and DoD federal markets
    • Bachelor's degree in business, marketing or science field
    • Proven track record in government project management.
    • U.S. Citizenship



    • Top secret clearance with a favorable SSBI within the past five years preferred
    • MBA of advanced degree



    • Excellent interpersonal skills with the ability to interface with all levels of the organization
    • Ability to pull together cross functional support for BD initiatives
    • Strong understanding of civilian federal government stakeholders
    • Experience with customer relationship management and opportunity tracking
    • Experience with customer relationship management and opportunity tracking; ability to understand and clearly present to customers highly technical concepts.
    • Strong written and verbal communications skills; advanced ability in problem solving and decision-making skills
    • Must have a team focus while maintaining a demonstrated ability to work independently
    • Ability to manage a wide variety of complex tasks and projects simultaneously
